Yes. As long as you maintain an active subscription, your rate at signup is locked. If you cancel and later resubscribe, you'll be at public rates. But active Charter Members keep their rate through every price increase.
Charter Members can move between tiers at any time, at whatever the public rate for that tier is at the time you move. Your original tier's Charter rate is locked at your original tier. If you upgrade Signals → Ultimate, you'd pay whatever Ultimate costs at that time. Same downward — no penalty.

Alpaca is the default and easiest — free paper account signup takes 5 minutes. Ultimate tier subscribers can also use TradeStation, Tradier, Robinhood, Tradovate, E*TRADE, or IBKR via TradersPost.
